Through history, 407 foreign-born Americans have served as members of Congress. That includes 347 immigrants who served in the House of Representatives, 45 who served in the Senate and 15 who served in both chambers.


Raul Ruiz was born in Zacatecas City, Mexico. Mr. Ruiz is a Democrat, serving as the U.S. representative for California's 25th congressional district. He was the first Latino to receive three graduate degrees from Harvard University, attending Harvard Medical School, the John F. Kennedy School of Government and Harvard School of Public Health.
